Barbara Kopetski was born in Steel Harbor to an unnamed mother and father, who raised her with the help of her grandmother alongside her brother Charlie.  Her father was a former marine (who fought in Korea) and steel worker while her mother was a police officer.  Eventually, her father was bed-ridden and suffering from Alzheimer's disease while her mother died from unknown causes.

When Barbara was a little girl, Steel Harbor was thriving but as she grew older the town suffered in the hands of various criminal factions.  For a time, she left the dying city when she was in her late teens/early 20's, but she eventually returned to Steel Harbor.  There, she opened the Hammerhead Bar and Grille and became a bounty hunter, though it is unclear which happened first. It wasn't long before she became one of the city's noted power platers, capable of taking out super-powered targets.
