Though the exact details of the first meeting of the five villains is unknown, Ultraman, Owlman, Superwoman, Johnny Quick and Power Ring formed their own supervillain group to take over the world.  Though they were able to overpower the world, they were never able to conquer it completely.  Nonetheless, in a world without superheroes, there stood very little to oppose them, meaning they controlled large portions of the Earth and with such little resistance, they grew bored.
