A criminal recruited to become a member of Cornelius van Lunt's Zodiac cartel, Harlan Vargas became the leader of its Washington D.C. branch as Sagittarius.
Biography[]
Very little is known about Harlan Vargas's past. It is known that he was likely a talented criminal to be recruited by Cornelious van Lunt to become part of his Zodiac cartel. He was given the codename Sagittarius (which was also the star sign under which he was born) as well as control of the Zodiac's Washington, D.C. branch and control of the Cartel when the stars fell under the sign of Sagittarius.
