The Scourge of the Underworld was conceived by former superhero The Angel in order to eliminate the villain population by any means necessary.
History[]
The Scourge of the Underworld is the name of a series of vigilantes who used the identity to eliminate criminals. The idea was originally conceived by former superhero and World War II veteran Tom Halloway, AKA The Angel.
"Delazny"[]
The first Scourge is a man known as Delazny, though it isn't certain that is his true name.
