The Scourge of the Underworld was conceived by former superhero The Angel in order to elimate the villain population by any means necessary.

The Scourge of the Underworld is the name of a series of vigilantes who used the identity to eliminate criminals.
"Delazny"[edit | edit source]
The first Scourge is a man known as Delazny, though it isn't certain that is his true name.
