Obsessed with tops as a young man, criminal Roscoe Dillon used his obsession as an impetus to study the nature of spinning and creates an arsenal of top-themed weaponry as "The Top".

The specifics of Roscoe Dillon's parentage or birthplace is unknown. As a child, Roscoe found a top in the attic and became fascinated with it, eschewing time playing with other children to spend time with it.
